Non-state actors have significantly increased the risk of disintegration of countries in the Arab region, while regional hegemonic competitions complicate an already volatile situation. In this difficult context there is a clear need to understand how internal and external powers interests can be reconciled. How to find a way ahead towards balances, some kind of regional order and increased stability. The possible role of partnerships and co-operative security arragements.
